Section 3
The purpose of Section 3 is to ensure that, to the greatest extent feasible, employment, training, and business opportunities created by HUD financial assistance be directed to low and very low-income persons. Low-income is defined as a family (including single persons) income that does not exceed 80% of the median income for the area. Very low-income is defined as family income that does not exceed 50% of the median income for the area.
