The purpose of Section 3 is to ensure that, to the greatest extent feasible, that employment, training and business opportunities created by HUD financial assistance be directed to low and very-low income persons. Low income is defined as family (including single persons) income that does not exceed 80% of the median income for the area. Very low-income is defined as family income that does not exceed 50% of the median income for the area.
